2026 Luxembourg housing measures: Booster fir de Wunnengsbau explained for the South

On 16 July 2026, Housing Minister Claude Meisch and Finance Minister Gilles Roth unveiled a stimulus package called « Booster fir de Wunnengsbau » (Boost for housing construction). The goal is clear : to restart a construction engine that has stalled. Luxembourg needs roughly 6 500 new homes a year ; it is barely producing 1 000. Here is what these measures actually change for you, in the South, whether you are selling, buying or investing.

The essentials

  • Most are draft laws (bills), not yet voted. Retroactive application is planned for anyone who signs between the announcement and entry into force.

What the « Booster fir de Wunnengsbau » package contains

The package brings together seven measures. They can be read as three blocks : buying your home, investing in rental property, financing supply.

Bëllegen Akt raised to 45 000 € and VEFA exemption for the primary residence

« Bëllegen Akt » tax credit raised to 45 000 € per person (up from 40 000 €). This credit is offset against registration and transcription duties (7 % of the price). At 45 000 €, a single buyer covers the duties up to around 640 000 € in price ; a couple up to nearly 1.3 million. Effective 16 July 2026, with a retroactive application possible from the Registration Administration.

Exemption from duties on the construction portion in VEFA. For an off-plan purchase intended as a primary residence, when construction is at most 80 % complete at the time of the deed, the « construction » portion is exempt from duties. A temporary measure : three years from 16 July 2026.

8 % VAT and accelerated depreciation for rental investment

Reduced VAT of 8 % for affordable rentals. Compared with the usual 17 % on rental construction. Conditions : home of 120 m² maximum, price per m² below the regional median, return capped at 4 % of the invested capital, rental for at least 10 years, tenant certified as eligible by the ministry.

Accelerated depreciation, known as « three times 6 ». An easy shortcut to remember : 6 % per year, for 6 years, on a depreciable base of up to 600 000 € per building. Above the ceiling, 2 % with no time limit. In 2026, the investor chooses between the old and the new regime ; from 1 January 2027, the new regime applies.

Interest subsidies, bonuses and 300 million to finance supply

Strengthened interest subsidies. For a household in which at least one holder is 35 years or younger, the subsidised loan ceiling rises from 200 000 to 300 000 €. For all households, it rises from 200 000 to 250 000 €, with a per-child increase raised from 20 000 to 30 000 €. Depending on family composition, the gain ranges from a few dozen to a few hundred euros per month.

Home-ownership and savings bonuses broadened to affordable and moderate-cost housing for buyers 35 years or younger, which helps build the personal down payment.

State VEFA envelope strengthened by 300 million €. It adds to the 480 million already committed (830 homes). What's new : the State will be able to buy a portion of a project, for example three apartments out of ten, to unlock the entire site. A citizen « Housing Bond » of 250 million €, with interest exempt from withholding tax, is announced for early 2027.

How much it really changes in the South

The asking price of an apartment is around 6 500 €/m² in Esch-sur-Alzette and 6 546 €/m² in Pétange (atHome Pro data, June 2026). A 75 m² unit therefore sells for around 490 000 €. On this basis :

A worked example (simplified assumptions). A 550 000 € off-plan apartment in Belval, land valued at 150 000 €, construction 40 % complete at the deed (around 160 000 €). Before : 7 % duties on 310 000 €, i.e. 21 700 €. After : duties on the land alone, 10 500 €. Direct saving : 11 200 €, and the Bëllegen Akt is drawn down by only 10 500 € instead of 21 700 €, leaving the balance available for a future purchase. The further the works have progressed (up to 80 %), the larger the saving.

The lesson is clear : for a mid-range older apartment, the rise in the Bëllegen Akt mainly makes a good press headline. What really moves the southern market is the return of two buyers who had deserted it : the young household, which regains monthly budget, and the investor, to whom an attractive tax framework is being restored.

The real signal for the market

After three difficult years (–9.1 % in 2023, –5.2 % in 2024), prices stabilised in 2025 (+1.6 % over the year, nearly flat at year-end according to STATEC). The blockage was no longer the price : it was the wait-and-see attitude. Buyers waiting for a bottom, investors discouraged by taxation, cautious banks. This package targets precisely that wait-and-see attitude. Its implicit message : the window is reopening, there is no longer any reason to wait.

Be careful not to over-interpret. These measures support demand and new-builds ; they do not trigger a surge in the price of older properties. The right summary : normalisation, not overheating.

The CARMO view. On the ground, in Pétange as in Esch, the 2024-2025 blockage was not a price problem but a confidence problem : buyers visited, compared, then postponed signing. A package that restores monthly budget to under-35s and a readable tax framework to investors tackles exactly that point. We expect a more active second half of the year for well-positioned properties, and a widening gap between correctly priced homes, which will sell fast, and overpriced ones, which will sit.

If you are selling in the South

The news is good, but it plays out on volume and speed, not on a mechanical rise in your price. More solvent buyers are coming back : young households with better borrowing capacity, investors interested in rentals again. Concretely :

  • A properly priced property will sell faster than in 2024, because the pool of buyers is growing.
  • If your property can appeal to an investor (studio, one-bedroom, good yield in Bettembourg, Dudelange, Differdange), you capture a buyer segment that is becoming active again.
  • The price remains the ultimate arbiter. A valuation at the right level from the outset is better than a high price that wears out on the market. That is where the seller's net proceeds are won.

If you are buying or investing

For a first-time buyer under 35, the equation changes : broadened interest subsidy, bonuses now accessible on affordable housing, strengthened Bëllegen Akt. Check your eligibility before signing ; for some measures, retroactive application lets you benefit from the advantage even if the deed precedes the vote of the law. The VEFA window is limited to three years : if an off-plan purchase is part of your plans, the calendar now works against waiting.

For an investor, the pairing of 8 % VAT + « 3 × 6 » depreciation makes new-build rentals far clearer than in 2024. The calculation is worth redoing, especially in the higher-yield municipalities of the region (Bettembourg around 4.8 % gross).

What has been voted and what has not yet

A point of honesty, because it shapes any decision : to date, the bulk of the package has been presented in the parliamentary committee : these are draft laws (bills), not laws that have been voted. The strengthened Bëllegen Akt and the VEFA exemption provide for retroactive application once the text is adopted ; the 8 % VAT will apply without retroactivity, at entry into force ; the Housing Bond remains an announcement for early 2027. Do not build a financing plan on a text that has not yet been voted without confirming it with your notary.

Little, because at this price the registration duties were already covered by the old 40 000 € credit. The rise mainly benefits purchases above 570 000 € or solo acquisitions. The useful levers for you are rather the interest subsidy and, for new-builds, the exemption on construction.

What is the « three times 6 » depreciation ?

A shortcut : 6 % depreciation per year, for 6 years, on a base of up to 600 000 € per building. For an investor, this triples the deductible charge in the first years compared with the usual 2 % rate.

Does the 8 % VAT concern all investors ?

No. It targets affordable rentals : 120 m² maximum, price per m² below the regional median, return capped at 4 %, rental for at least 10 years, tenant certified as eligible. It is a targeted scheme, not a general reduction.

Will these measures push prices up ?

They support demand and new construction. The most likely short-term effect is a more fluid market and faster sales, not a surge in the price of older properties.

The return of solvent buyers works in your favour on the time to sell. The listing price remains decisive. A precise valuation, at the right level from the outset, protects your seller's net proceeds.
